III. Comprehensively Strengthening Government Self-Improvement
Over the past five years, we have made important progress in the reform and self-improvement of the government. We have organized “mass line” education and practice activities, thematic education on “Three Stricts and Three Earnests” , and the “study to be” program. As a result, Party members have become even firmer believers in communist ideals, and developed a greater sense of duty and discipline. We have processed a total of 17 motions (yi’an) and 5,591 suggestions (jianyi) made by deputies to the Municipal People’s Congress, and 4,926 proposals (ti’an) offered by the Municipal CPPCC Committee members. We have submitted 18 local regulations to the Standing Committee of the Municipal People’s Congress for approval; and formulated, revised or abolished 60 administrative rules. We have strictly implemented the Eight-Point Decision made by the CPC Central Committee on improving the Party and government conduct; and have addressed problems such as inaction and the abuse of power by officials. Our efforts to build a clean government and combat corruption have continued to deepen.
We should take on a new outlook and make new accomplishments in the new era. And this requires a new vision and new responsibilities. We should thoroughly study and implement the guiding principles of the 19th CPC National Congress; have the courage to carry out self-reform; transform government functions; build a law-based, innovative, service-oriented and clean government; and further strengthen government credibility and enforcement capacity; in order to reassure the central government and the CPC Central Committee and satisfy the people.
Heightening our political vision. We must follow guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and refer to it as our guideline for action. We must strengthen the “four-consciousness” , maintain “four-confidence” ; uphold the status of General-Secretary Xi Jinping as the core of the Central Committee and the whole Party; uphold the authority, centralized and unified leadership of the Central Committee; and align ourselves with the Central Committee with Comrade Xi Jinping at its core in our political stance, direction, principle, and path. We must continue the thematic education initiative “Staying True to Our Mission” to strengthen our ideals and conviction and achieve the Party’s fundamental purpose. We must think over the capital’s functions and missions in the new era, plan and advance our work against the backdrop of the great national rejuvenation and Beijing-Tianjin-Hebei Coordinated Development, and better develop ourselves in the process of serving the nation’s overall interests.
Strengthening law-based governance. We must use law to govern all administrative work, and constantly improve our capability to use law-based thinking and methods to advance our work. We must seriously implement resolutions and decisions by the Municipal People’s Congress and its standing committee, and subject our performance to the supervision of the Municipal People’s Congress and the Municipal CPPCC Committee. We must improve the administrative decision-making mechanism, and listen to comments from all stakeholders in decisions involving major public interest or people’s immediate interests. We must promote legislation in key areas such as non-motor vehicles management, commercialization of technology and workplace safety. We must see that the law is enforced in a strict, procedure-based and non-abusive way, and comprehensively implement the administrative law enforcement responsibility system. We must step up disclosure of government information, provide better policy interpretation, improve our capability to analyze and respond to public voices, respond to people’s concerns and accept public oversight. We must raise the awareness of the rule of law, improve the public legal service system, and let respecting, studying, observing, and applying the law the shared pursuit and conscientious actions of the whole society.
Improving our competence. The capital’s quality-based development requires a team of professional and high-caliber officials. We must establish a quality-oriented work system, so as to prioritize quality in all aspects of our work. We must improve our ability to innovate, keep acquiring new knowledge, learn about new areas, expand new visions; and study and use new technologies such as big data and the Internet of Things to identify new approaches to governance. We must take seriously the development of specialized expertise and professionalism, be more sensitive to industrial, technological and managerial developments, and resolve problems accompanying development in a professional manner. We must improve our ability to open up, hold ourselves to the highest standards, follow the global development frontiers, and promote development by utilizing both the domestic and international markets and resources. We must improve our ability to coordinate different tasks of our work, progress while maintaining stability, think about worst-case scenarios, be ever ready to protect against potential dangers, guard against various risks and challenges, and keep a firm hold on the initiative in our work.
Improving our working culture. We must strictly implement the CPC Central Committee’s Eight-Point Decision plus its enforcement rules and implementation measures taken by the CPC Beijing Municipal Committee, staunchly oppose privilege seeking, prevent the “Four Cultures” from bouncing back, and be resolute in rectifying formalism and bureaucracy. We must find out truth, and base our decisions on study. We must go to the first line, devote ourselves to select issues, find out the facts, feel people’s concerns, and address their difficulties. We must improve the precision and effectiveness of our decision-making. We must properly practice the Party’s mass line in new situations, be better at engaging with the people, learn to talk with them face-to-face, heart-to-heart, always be there for them, always remain true to the people’s aspirations and work in concert with the people, and win over their trust and support. We must put in place a working mechanism combining public supervision with performance evaluation, use the people’s satisfaction as an important criterion for assessing performance, and put more weight on public appraisal and third-party assessment. We must act resolutely and swiftly to prioritize enforcement, willingly create foundations for others’ success, make down-to-earth and sustained efforts, and have the perseverance to hammer away at every task until it is done without compromise.
Building a clean government. We must implement the “principal person” responsibility in Party governance and make further progress in improving Party culture and government integrity. We must further control risks to clean government, and rectify problems identified in inspections. We must carry out special rectifying campaign and eradicate the “soil” for breeding corruption by deepening reforms. We must strictly guard against and punish corruption in key areas, put public funds, state-owned assets and resources under audit; subject all officials to financial audit; and intensify checks on and oversight of power. We must strictly follow guidelines on integrity and self-discipline and rules on disciplinary actions, strengthen supervision, disciplinary enforcement, and accountability, to make sure that officials stay upright, government stays clean, and politics stay honest.
As the blueprint for the new era is adopted, we are ready for a new journey. Let's unite more closely around the CPC Central Committee with Comrade Xi Jinping at its core, follow the strong leadership of the CPC Beijing Municipal Committee, rely on all the citizens of the city, and remain true to our mission. Let’s work tirelessly and forge ahead to build a world-class metropolis that is harmonious and livable, to write the Beijing chapter in the history of achieving the two centenary goals and the great Chinese dream of national rejuvenation!
