II. Our Vision for the Next Five Years and Major Tasks for 2018

The next five years is a period in which the time frames of the "two centenary goals" converge. The 19th CPC National Congress has drawn the important political conclusion that socialism with Chinese characteristics has entered a new era. It has drawn up the blueprint for securing a decisive victory in building a moderately prosperous society in all respects, for build a modern socialist country through renewed efforts and for realizing the Chinese Dream of national rejuvenation. It sounded the trumpet for forging ahead along the path of socialism with Chinese characteristics in the new era. We must implement the guiding principles of the 19th Party Congress and the decisions and plans adopted by the 12th CPC Beijing Municipal Congress with a strong sense of political responsibility and a sense of mission; and we must disseminate the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in Beijing and translate it into practices.

In our future work, we must enhance our political reliability, develop a broad vision, follow the leadership core, and align with the central authorities. Upholding the authority and the centralized, unified leadership of the CPC Central Committee must become the top political principle and the fundamental political rule. We must pursue progress while maintaining stability and manage the pace and intensity of our work. We must realize the capital's strategic positioning, strengthen the capital's function as“four centers”and improve our ability to deliver“four services”. We must promote high-quality development, firm up the new development philosophy, intensify innovation-driven development, and move faster to build an economic structure based on high-end, prevision and sophisticated technologies. We must address the "big-city syndromes", and apply high standards to every aspect of our city's development. We must vigorously pursue reform and opening-up, stimulate the vitality and creativity of the market, and improve our capability to serve opening-up. We must always put people first, ensure the "principal player" status of the people, promptly respond to people’s concerns; we must resolve major problems and let the people have a stronger sense of benefit, happiness and security.

Entering a new era and embarking on a new journey, we must consciously shoulder our responsibilities and missions as the capital, focus on "three key tasks", and fight to win "three major battles". The "three key tasks" are: implementing the new Master Plan of Beijing; relieving Beijing of functions nonessential to its role as the capital and using this to promote coordinated development of the Beijing-Tianjin-Hebei region; and going all out to make the 2022 Olympic and Paralympic Winter Games a complete success. The "three major battles" include: the "battle" to forestall and defuse major risks, especially systemic financial risks, through stronger government debt management, better local financial regulation and operations against illegal fund-raising and other financial activities in violation of laws and regulations; the "battle" of targeted poverty alleviation, which aims not only to increase the income of low-income rural households in Beijing, but also to accomplish the one-on-one assistance tasks assigned by the central government and help the assisted areas rise out of poverty as scheduled; the“battle”against pollution, includes air pollution control, water pollution control and eradication of salient problems, especially air pollution. With the completion of the first-stage control tasks, the mix of pollution sources has changed significantly, making further improvement of air quality extremely difficult. We must, therefore, fully recognize the long-term, formidable and complex nature of the challenges, and prepare ourselves not only for short-term victory, but also for a long-term struggle.

2018 marks the first year of implementing the 19th CPC National Congress' guiding principles and the 40th anniversary of the reform and opening-up policy. It is also a crucial year in which a decisive victory in building a moderately prosperous society in all respects will be achieved and the middle year in the implementation of the 13th Five Year Plan (2016-2020). The general requirements for the work of the government this year are as follows: to study and implement the guidelines set forth by the 19th Party Congress; follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; pursue progress while ensuring stability and stay committed to the new development philosophy; in response to the evolution of our society's principal contradiction, follow the requirements of high-quality development, implement the five-sphere integrated plan and the four-pronged comprehensive strategy ; with the supply-side structural reform as the theme, promote coordinated relocation of nonessential functions, maintain steady growth, facilitate reforms, restructure the economy, improve people's life, and guard against risks; strengthen the capital's function as "four centers" and improve our ability to deliver "four services"; focus on the "three key tasks" and fight to win the "three major battles"; and work with more diligence for further development of the capital.

We have set the following main targets for the city's economic development and social progress this year: to achieve GRP growth of about 6.5%; increase the general public budget revenue by around 6.5%; keep the CPI rise within 3%; keep urban surveyed unemployment rate and urban registered unemployment rate below 5% and 3% respectively; keep the increase of residents' per capita disposable income in step with economic growth; cut water consumption, energy consumption and CO2 emissions per 10,000 yuan of GRP by around 3%, 2.5%, and 3% respectively; try to ensure continued drop in the annual average level of fine particulate matter (PM2.5) concentration.

This year, we should focus on the following key tasks.

1. Implementing the new Municipal Master Plan and strengthening the capital's function as "four centers"

We will carry through the blueprint as approved by the Party Central Committee and the State Council, implement step by step and persistently, and use the plan as a strategic guide and a binding instrument for development control, so as to plan for, build and manage the capital in the best possible way.

Exploring new mechanisms for implementing the plan. We will cap the total plan area in the city, strictly observe the boundaries for urban development and "red lines" for ecological conservation, control the amount of land earmarked for construction, and increase land earmarked for ecological purposes on a dynamic basis. We will put in place a mechanism to link the supply of land for urban construction with the reclamation of farmland through rezoning in the rural areas of every district of Beijing, observe the designated demolition/redevelopment floor area ratio and plot ratio without compromise, cut the land supply for urban and rural construction by at least 30 km2 within the year, allocate more land for residential housing and supporting facilities, and promote employment near homes. We will establish a tiered management system for city planning, and consolidate and empower district-level planning and land use departments. While the municipal authority takes charge of the overall control and formulates policy guidelines, the district departments are responsible for developing control plans and implementing planned tasks. At the two points of project initiation and start of construction, the administrative review and approval of different items will proceed in parallel, cutting the approval time by around 30%. We will introduce third-party evaluations as the city's annual "health check-up", tighten up supervision, assessment and accountability in the implementation of the plan, and uphold the authority of the Municipal Master Plan.

Implementation of key tasks in the Master Plan. Based on the city spatial layout featuring“one core area, one city center, one sub-center, two axes, multiple new towns and one ecological conservation area”, we will draw up the key points for implementing the area plans and the detailed control plan for each area, conduct extensive research to develop urban design guidelines, standards and policy measures, and integrate various planning into a single master plan to establish overall control. We will conduct parallel, specific planning for logistics, public services, underground spaces and civil air defense works, municipal infrastructure, and urban green space system, so as to develop our city in a more holistic and coordinated way and ensure safe and efficient city operation. We will draw up a control plan for the core area, strengthen control and strive for comprehensive improvement of Chang’an Avenue and its extensions, and develop plans for implementing the comprehensive improvement of the Central Axis for it be to designated a UNESCO World Cultural Heritage Site. We will improve spatial arrangement of the city's core area, plan for the coordinated use of spaces vacated due to the relocation of functions, so as to improve the capital’s service functions. We will complete with high quality the sub-center's planning in various areas, speed up making detailed control plans for new towns in Shunyi, Daxing, Yizhuang, Changping and Fangshan, and improve infrastructure and public service facilities there, so as to improve their ability to receive new functions transferred from the central area and enable them to play a stronger role as multi-pillars supporting the central area. We will draft a plan for protecting the shallow mountain areas, take stronger measures to address illegal occupation of land and illegal construction there, and make those areas an eco-demonstration region of the capital.

2. Implementing the special operation of upgrading through function transfer and remediation and improving the living environment

We will relieve Beijing of functions nonessential to its role as the capital and promote upgrading through relocation. We will foster a city landscape that is tidy and well-ordered and a living environment that is convenient and livable.

Persistency in relocation and remediation. We will revise and refine the Catalogue of Prohibited and Restricted New Additional Industries, shut down another 500 general manufacturing enterprises, relocate at least 40 Class-II and lower level municipal state-owned enterprises from the six urban districts, and continue to close down regional wholesale markets. We will adjust the distribution of public service resources such as hospitals and schools, and take the opportunity to strengthen the public service capacity in under-supplied areas. We will guide the relocation of functions and population from the city central area in an orderly manner, and maintain a reasonable occupational structure. We will start the planning and site selection for the new campus of Beijing Union University, accelerate construction of new campuses for Beijing Technology and Business University, Beijing Film Academy, and Beijing Information Science and Technology University; put into operation the new buildings of Beijing Tiantan Hospital and vacate its original premises, and forge ahead with the complete relocation of Beijing Stomatological Hospital, as well as construction projects such as Beijing Friendship Hospital Shunyi Branch and the phase-II construction of Beijing Tongren Hospital Yizhuang Branch in Daxing District. We will demolish at least 40 million square meters of illegal structures and ensure zero increase of such structures. We will launch a new round of special campaign to comprehensively improve buildings in old communities, continue to close small shops operated from illegal openings cut in the wall, underground overhead cables, regulate advertisement boards, and improve the appearance of 615 streets and alleys in the city central area. We will vigorously advance urbanization in the "First Greenbelt" area and explore new ways for urban-rural integration in the "Second Greenbelt" area through pilot projects, rectify 100 places that are on the city-level "blacklist" of disorder, and make "green" the dominant color in peri-urban areas.

Greater emphasis on improving and upgrading the city. We will develop plans for the organic renewal of the city, implement policy guidelines in neighborhood design, issue a three-year action plan for the renovation and upgrading of public spaces, and strengthen city repairs and ecological rehabilitation. We will create a registry of green spaces on land vacated by demolishment of illegal constructions or relocation of functions. We will reclaim 1,600 hectares of land for greening after the demolition, and add another ten city leisure parks and 100 kilometers of green pedestrian lanes. We will continue to improve the quality of life service industries, establish and upgrade 1,400 convenience stores including 500 greengrocer's shops. We will carry forward the "Toilet Revolution" project, upgrade and renovate 580 public toilets of all kinds. We will develop a three-year action plan for upgrading public service facilities and infrastructure in Huilongguan area and Tiantongyuan area, carry out 13 projects including the construction of cycle paths linking Huilongguan and Shangdi and the building of Tiantongyuan Comprehensive Cultural Center, and address issues that those living in large residential areas are most concerned about.

3. Promoting Beijing-Tianjin-Hebei coordinated development and balancing urban and rural development

Starting from this year, we will move towards the mid-term goal of Beijing-Tianjin-Hebei coordinated development and enter the Beijing cycle of the 2022 Olympic and Paralympic Winter Games. We must seize the historic opportunity, give full play to the "core area", promote the interaction between the "two wings", i.e., Xiong'an New Area and the sub-center of Beijing, and coordinate and integrate urban and rural development.

Deeper cooperation in priority areas. We will formulate and implement Beijing's new three-year action plan for Beijing-Tianjin-Hebei coordinated development. We will fully support the construction of the Xiong'an New Area, implement the strategic cooperation agreements with Hebei Province, give priority to school and hospital projects, and facilitate the construction of Zhongguancun Science Park Xiong’an New Area Branch. Whatever support Xiong'an needs, we will be there to provide it. We will enhance transport interconnectivity in the Beijing-Tianjin-Hebei region, link up all unconnected national expressways within Beijing, advance construction of Beijing-Zhangjiakou High-Speed Railway and Yanchong Expressway; and complete construction of the Xingyan Expressway and Tongzhou to Daxing section of the express ring-road around the capital region. We will enhance joint prevention and control of air pollution, strengthen eco-environment protection, facilitate the comprehensive remediation and environment rehabilitation of Yongding River, and accelerate ecological projects such as Beijing-Tianjin Sandstorm Source Control Project Phase II. We will coordinate the relocation of industries and consolidate the "4+N" industrial cooperation model. We will continue efforts in building the new airport, the capital's landmark project, by and large complete the main structure, and kick off construction of the start-up area of the airport economic zone. We will reinforce cooperation in basic public services such as education, medical care and social security, and advance the building of a one-hour distribution network for fresh agricultural produce.

Greater effort in building the city sub-center. We will implement the detailed control plan of the city sub-center, accelerate the building of key projects in infrastructure, public services and ecological conservation, and increase the comprehensive carrying capacity and attractiveness of the sub-center. We will advance the building of a "green city center", adopt eco-measures to manage river systems and rehabilitate wetlands, and build Beijing into a city with clear waters, blue skies and green landscapes. We will promptly construct major projects such as the Tongzhou campus of Renmin University High School, Beijing Anzhen Hospital Tongzhou Branch, and theaters, libraries and museums; and further study and formulate plans to allocate public service resources of high quality. We will build the Guangqu Road eastward extension and the Songliang Road northern extension, and construct service facilities along them. Based on the three main functions of the sub-center, i.e. public administration, business service, and cultural tourism, we will develop new industries and new business models; construct the Canal Business Area and Universal Studios Beijing, so as to promote the integration of industry and urban development. We will innovate in the mechanism for comprehensive urban management, and take bigger steps in new-type urbanization and reforming the investment and financing systems. We will relocate municipal-level government organs and their affiliated departments in a smooth and orderly manner, and carry forward the second phase construction of the administrative office area. Under the principle of unified planning, policy development and management, we will handle properly the relations between Tongzhou District and the three counties of Langfang city of Hebei Province, and improve the mechanism for coordination.

Implementing the rural revitalization strategy and promoting integrated urban-rural development. We should consider Beijing’s coordinated and integrated urban-rural development in the context of coordinated development of the Beijing-Tianjin-Hebei region, and improve the quality and level of urban-rural integration and green development while ensuring ecological security. The criteria of "thriving businesses, livable environment, civility, effective governance and good life" will be followed in drafting the rural revitalization strategy, implementing the three-year action plan for building“beautiful villages”, and improving the environment in 1,000 villages. We will support municipal SOEs in participating in the planning and construction for vitalizing the countryside. We will deepen rural land reforms. We will improve the mechanism for separating the ownership, contractual, and management rights of contracted rural land; push forward reforms in rural land requisition and make collectively-held rural land for commercial construction available in the market; continue the pilot projects on the coordinated use of collectively-held rural industrial land, and regulate and guide the reuse of vacant rural houses. We will advance the reform in rural collective property rights system and collective economy organization system, deepen reforms in collective forest rights and state-owned forest farms, emphasize the ecological function of agriculture, strengthen agricultural technology innovation, continue to develop high-efficiency and water-saving agriculture through restructuring and transformation, and build demonstration areas for top quality and safe green agricultural produce. We will assist in employment for 40,000-plus workers from rural areas, improve the mechanism for dynamic increase of allowances for eco-forestry rangers, and launch a new round of relocation of residents from mountains. We will provide targeted assistance to low-income rural households through six measures: developing industries, creating jobs, relocation, eco-compensation, social security coverage, and social assistance, and thus ensure sustained income growth for rural residents. We will formulate and implement a new three-year action plan for the development of the southern part of Beijing, give priority to problems concerning eco-environment, public services and transport, upgrade through the transfer of functions, receive functions from the central urban areas, and advance the development of high-end, precision and sophisticated industries. We will construct the New Shougang High-end Industry Service Zone, and build it into a landmark symbolizing the rejuvenation of the city, driving the economic transformation of the western part of Beijing. We will make active and prudent efforts to advance the construction of small towns with special features, increase fiscal transfer to ecological conservation areas, improve the diversified eco-compensation mechanisms, seize the opportunity as the Great Wall has been included in the national park pilot scheme, support Pinggu District and Yanqing District in building national-level forest towns, develop whole-range tourism , and improve the capacity for ecological conservation and green development.

Pooling resources for the preparation of the Olympic and Paralympic Winter Games. Following the principle of a "green, open and clean games for all", we will advance preparations at all fronts. We will speed up construction of the National Speed Skating Oval, the National Alpine Ski Center, the National Sliding Center, and other new venues; start transformation of existing venues such as the National Aquatics Center, and advance construction of infrastructure in water use, electricity supply, meteorological monitoring, communication and transportation. We will elaborately prepare for the Pyeongchang Olympic and Paralympic Winter Games closing ceremonies, where we will receive the Olympic flag, put on a cultural performance, and send out Beijing's invitation to the world. We will launch a design competition from which to select the Olympic and Paralympic mascots, and start to look for official sponsors and franchise cooperation. We will speed up the training of winter sports talents and improve our competitive winter sports. We will organize the "Olympic for All" public participation program, promote winter sports in schools and communities, and popularize non-competitive winter sports. We will play a good host to the World Winter Sports (Beijing) Expo, build a Beijing-Zhangjiakou cultural and sports tourism belt, and thus promote development of the winter sports sector.

Advancing preparations for the Beijing International Horticultural Expo in 2019. We will complete the construction of venues and facilities in the Expo site and the task of inviting participation from home and abroad, refine the plan for comprehensive services during the event, and drive the development of related sectors such as tourism and gardening.

One-on-one assistance and collaboration. We will study the resource endowment, industrial structure and poverty alleviation requirements of the assisted areas, make sure that over 80% of our financial aid is invested in targeted poverty alleviation and elimination. We will carry out effective projects of poverty reduction, support and foster a number of industrial cooperation organizations and leading enterprises that help in the livelihood of poor households, and thus enhance endogenous development for the assisted areas.

4. Building Beijing into a national center for scientific discovery and technological innovation and creating an advanced economic structure

Innovation is the primary driving force for Beijing's high quality development. We will align technological innovation with the creation of an economic structure based on high-end, precision and sophisticated industries, guide scientific discovery and technological innovation in light of the national strategy, drive the development of high-end, precision and sophisticated industries through technological innovation, and thus constantly improve the creativity and competitiveness in Beijing’s development.

Central-local cooperation for major scientific and technological projects. The Beijing Office for Building of a National Technological Innovation Center will coordinate and organize a new round of major tasks and projects. We will release policies and measures for building world-class, new-type research institutes and pool together innovative talents and teams from around the world to build the Beijing Institute of Quantum Information and Beijing Institute of Brain Science and Brain-Inspired Intelligence. We will facilitate deployment and development of major national science and technology infrastructure, and undertake major projects such as aero-engines and the space-ground integrated information network. We will strengthen the role of enterprises as innovators, and build a number of national centers for technological innovation and national centers for manufacturing innovation in graphene, new-energy vehicles and smart grid. We will support institutions of higher learning in Beijing in building themselves into world-class universities and developing first-class disciplines, and build innovation platforms such as high-end, precision and sophisticated technology centers at universities. We will support the setting up of basic science research centers, so as to conduct high-quality original research in frontier fields of strategic importance. We will speed up the building of national bases for innovation in technology standards, and improve our innovation quality and innovation capability.

Building "three science parks plus one area" with high standards. We will formulate plans for building "three science parks plus one area" and promote their coordinated and joint development. Zhongguancun Science City must develop a focus. It must become a cradle of innovation with global influence and a stronghold of proprietary innovation; it must open wider to attract global innovation resources; deepen integration among innovation communities; cultivate a world-class environment for innovation and entrepreneurship with the help of optimized urban spatial layout, innovative and service-based government, and a strong image of Beijing as an innovative city, and thus play a leading role in the building of a national innovation center. Huairou Science Park must make breakthroughs; it must establish a new, internationalized, open operating mechanism; build a comprehensive national science center; start construction of "big scientific facilities" such as a high-energy synchrotron light source; attract the participation of private capital, non-government and international resources; promote joint construction and sharing of scientific infrastructure; and form an innovation chain running through infrastructure construction, basic research, applied research, commercialization of scientific achievements, and the development of high-end, precision and sophisticated industries. Beijing Future Science Park must develop with vigor, encourage central state-owned enterprises in the Park to increase R&D investment; guide companies to establish corporate governance structures that are innovation-friendly; gather diversified players such as private R&D institutions, innovative companies, and institutions of higher learning; and pool and upgrade innovation factors including incubation investment and technology service. Beijing Economic-Technological Development Area must improve and upgrade itself; work with the three science parks for technology commercialization; coordinate spatial resources with Daxing and Tongzhou districts; pursue coordinated development with Shunyi District and Fangshan District; help realize a number of key projects, increase foreign investment and open wider for development, and foster innovation-based industrial clusters and "Made in China 2025" demonstration zones.

The leading and pillar role of Zhongguancun Demonstration Zone. We will intensify efforts in experimentation and piloting. We will implement a new round of innovative policies for commercializing scientific achievements, IPR protection, technological and financial reforms, and facilitation of customs clearance for bio-pharmaceutical materials. We will implement a policy on income distribution that values knowledge creation, so that scientists can have a stronger sense of benefit. We will accelerate the building of a national technological and financial innovation center, improve policies on venture capital investment, enhance support for the financing of micro and small businesses, and help more enterprises file for public listing. We will deepen the reform of talent management at Zhongguancun and build international talent communities at the pilot areas including Wangjing area of Chaoyang District, Zhongguancun Street, the Future Science Park and the "New Shougang" High-End Comprehensive Industrial Service Area. We will improve services for business creation, create a new group of National Demonstration Bases for Public Innovation and Entrepreneurship, and foster a service chain running through the whole process of technological incubation. We will coordinate the development of Zhongguancun Science Park and its sub-parks, strengthen the appraisal and evaluation of the sub-parks' innovative development, better guide the sub-parks in its industrial positioning, and refine the operation and management mechanism of sub-parks. We will give full play to Zhongguancun Development Group as a market-based platform in integrating innovation resources, and introduce international expert teams to the management of these science parks.

Benchmarking against world-class practices and building an advanced economic structure. We will implement measures guiding the development of ten high-end, precision and sophisticated industries, including the next-generation information technology. We will improve the quality of such modern service sectors as the financial and business services. We will devise and execute a three-year action plan for nurturing and expanding the innovation-driven enterprises, boost the development of industry leaders, unicorn companies and hidden champions, and provide one-on-one services to key enterprises. We will further civil-military integrated development through industrial parks and a number of demonstration projects. We will set up standards guiding industrial development, including output performance, industrial and population density, R&D investment intensity, and environmental and resource conservation. We will implement the land-use and housing policies for high-end, precision and sophisticated industries and adopt a policy package encouraging enterprises to increase R&D input, raise funds through public listing, expand industrial investment, bring in talents, and open up to foreign investment. Through coordinating their geographical distribution, we will gather industries into key industrial parks, focus on leading industries and innovative enterprises.

An open and integrated mechanism for technological innovation. We will build a coordination and service platform for commercializing technology, put in place a mechanism for in-depth communication with Beijing’s universities and research institutes, and provide quality services for commercialization in Beijing. We will let the innovation funds play a guiding role, promote public-private partnership in scientific research, encourage inputs in basic research and strategic“hard” technologies, and encourage deep collaboration between scientists, entrepreneurs, and investors. In the spirit of opening and sharing, we will support universities and R&D institutes in building joint-innovation platforms and research institutions. We will expand the service scope and areas of the Capital Science and Technology Resources Platform, innovation vouchers and open laboratories. We will encourage colleges and universities to share with the public their technological resources, and provide small- and micro-sized firms as well as start-up teams with technological services including R&D, verification, testing, and certification. We will build the China (Beijing) Intellectual Property Rights Protection Center, deepen our cooperation with the World Intellectual Property Organization, encourage enterprises to file for IP registrations overseas, and participate in developing international standards. We will actively take part in international "big science" plans and projects, so that Beijing can exert a greater influence in the global technology competition.
