Part II Tasks for 2019

I will now address major tasks for the year 2019.

This year marks the 70th anniversary of the People's Republic of China, and it is also a crucial year for building a moderately prosperous society in all respects. As we will celebrate a number of big and happy events, it is important that we do our work well in the city in all aspects.

We must deeply understand what it means for China to be in an important period of strategic opportunity and proactively respond to new circumstances and challenges and turn external pressures into motivation for development. We must seize, leverage and create opportunities to forge new advantages for the capital, realize high-quality growth, and gain new strengths.

We take it as our political responsibility to deliver quality services to major events, particularly the celebration of the PRC's 70th anniversary. We are resolved to provide quality services to the 2nd Belt and Road Forum for International Cooperation, play good host to the 2019 International Horticultural Expo and make good preparations for the 2022 Olympic and Paralympic Winter Games. We will take these opportunities to bring a new look to our urban and rural landscapes and make people's life better, so that the capital in the new era can meet the expectations of the Party Central Committee and the people.

We will continue to fight the "three tough battles". We will guard against major risks in the financial industry, real estate industry, and local governments' hidden debt, with a special emphasis on forestalling systemic risks. We will properly fulfill our tasks of one-on-one assistance and targeted poverty alleviation, help people in the assisted areas eliminate poverty, and raise the income of the low-income rural households in our city.

We resolve to win the "battles" against air, water and soil pollutions. We will continue to improve meticulous city management, lay a decisive foundation for achieving a moderately prosperous society, and take another step towards a world-class metropolis that is harmonious and livable.

To accomplish this year's work, we must:

1. follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a new Era;

2. implement the reports of the Party's 19th National Congress, the 19th Party Central Committee at its second and third plenary sessions, and guidance of General-Secretary Xi Jinping in his important speeches on Beijing;

3. move forward in a coordinated manner with the five-sphere integrated plan and the four-pronged comprehensive strategy ;

4. stay committed to progress while ensuring stability and to the new development philosophy that emphasizes growth quality;

5. continue to prioritize supply-side structural reform, deepen market-oriented reforms and expand opening at higher levels;

6. continue to strengthen the capital's function as "four centers" and improve our ability to deliver "four services";

7. focus on the "three key tasks" and win the "three tough battles";

8. coordinate work on all fronts, including to maintain steady growth, promote reforms, restructure the economy, improve people's life, guard against risks and ensure social stability;

9. exercise full and strict Party self-governance at deeper levels;

10. work with greater diligence to promote new development of the capital; and

11. celebrate the 70th anniversary of the People's Republic of China with our outstanding achievements.

This year the city is projected to achieve the following targets for economic development and social progress:

12. GRP grows at 6-6.5%;

13. The general public budget revenue grows at 4%;

14. CPI rises within 3.5%;

15. Surveyed urban unemployment rate stays below 5%;

16. Residents' per capita disposable income increases in step with economic growth;

17. Energy consumption, CO2 emissions and water consumption per 10,000 yuan of GRP drop by around 2.5%, 2.6% and 3% respectively, further improving the eco-environment.

To achieve these targets, we will focus on the following.

1. Use plans to guide Beijing-Tianjin-Hebei coordinated development

We will use the Municipal Master Plan to coordinate and advance the special operation of upgrading the city through function transfer and remediation, and make Beijing-Tianjin-Hebei region a leader in and a driving force for high-quality development.

We will implement the Municipal Master Plan.

We will strictly review and implement planning by district, draw up detailed control plans, specific plans, and plans for key functional zones for the city's central area and new towns, apply urban design to key areas, and establish a spatial planning system led by the masterplan and covering the entire region. We will develop standards and policy measures, improve planning management mechanisms and carry out annual "physical check-ups" of the city, to ensure implementation of the masterplan at all levels.

We will draft a plan for reducing land supply for urban and rural construction by at least 30 km2 this year and launch a number of city-renewal pilot areas and projects, with a view to achieving higher-quality growth through downsizing. We will advance renewals of bungalows and courtyard houses in the core area based on the concepts of "relocation for subsidized housing", "improved housing upon request" and "renovation of courtyard houses to accommodate the remaining and new occupants". We will link land supply with the construction size, and make good use of the spaces vacated in accordance with the plan.

We will systematically release quota for construction of new towns in the plain area , raise the standard of planning and construction, improve resource allocation, and increase the comprehensive carrying capacity. We will manage and control ecological conservation areas by category, strictly control development intensity, and ensure ecological security.

We will advance the special operation of upgrading the city through function transfer and remediation.

We will advance functional transfer, remediation and upgrading simultaneously, and combine function transfer with environmental improvement. We will strengthen incentives through policies and mechanisms to improve our city's quality and livability. We will shut down another 300-plus enterprise in general manufacturing, and relocate and upgrade 66 marketplaces and logistics centers. We will adjust the spatial distribution of public service resources, and guide the relocation of functions and population away from the city's central area step by step. We will expand Beijing Tongren Hospital Yizhuang Branch, relocate Beijing Stomatological Hospital, and construct new campuses for Beijing Information Science and Technology University and other four universities.

We will continue to rectify illegal constructions, increase the recycling of construction waste, vacate and clean up 4,000 hectares of land, and encourage illegal-construction-free districts or such townships in each district. We will eliminate illegal group lease, lease of partitioned underground spaces, and vending on streets and sidewalks, and prevent relapse. We will further improve the appearance of streets and alleys by remediating 739 side streets and back lanes in the central area and Tongzhou District, and enhance efforts to improve the border areas between districts.

We will encourage the opening of groceries, breakfast stalls, beauty salons, repair and maintenance shops, and housekeeping services in communities based on needs, and encourage convenience stores to provide additional services. We will create or upgrade 1,000 of the above-mentioned shops. We will build a number of new city leisure parks, "pocket parks" (mini parks) and small green spaces, and reclaim 1,600 hectares of land for landscaping. We will carry out the three-year action plan and "three tough projects" for Huilongguan and Tiantongyuan areas, focusing on hot issues that people in large residential areas are concerned with.

We will plan, build and administer the sub-center by high standards.

We will act on the reply made by the CPC Central Committee and the State Council in approval of the sub-center detailed control plan by drawing up the construction guidelines, implementation plan and yearly action plans, adopt new approaches in the administration of the sub-center, and raise its comprehensive carrying capacity, so as to make the sub-center a paragon of city construction and development in the new era. We will take the relocation of municipal organs as an opportunity to transfer appropriate functions and industries to the sub-center. We will kick off phase II construction of the administrative office area. We will go ahead with the greening project dubbed "Urban Green Heart", begin construction of the Integrated Transportation Hub at Beijing Sub-Center Station, and build the Canal Business Area by high standards. We will move forward the Universal Studios Beijing construction, initiate construction of the sub-center theatre, library, and museum, make progress in a number of public works, such as the Beijing School and the Beijing Anzhen Hospital Tongzhou Branch, and conduct ecological rehabilitation and city repairs in the Tongzhou old town, and enhance people's sense of benefit. In keeping with the principle of "Four Unity" , we will better regulate the planning and construction of the border area between the sub-center and Langfang of Hebei Province, so as to drive relocation of industries and extend transport infrastructure and public services to the three northern counties of Hebei Province.

We will accomplish major tasks of coordinated development.

In our sustained support to Xiong'an New Area, we will commence construction of four turn-key projects, including schools and a hospital, put into operation the Beijing section of the Beijing-Xiong’an Intercity Railway, and try our best to commence construction of the Beijing-Xiong'an Expressway. We will proffer any support that Xiong'an may need. We will make sure that the Beijing Daxing International Airport is completed and open to service as scheduled, begin construction of the start-up area in the airport economic zone and the comprehensive bonded zone, and synchronize operation of external transport infrastructure and municipal facilities. We will construct major projects such as the Beijing-Shenyang Passenger Railway and the Beijing-Tangshan Intercity Railway, and pilot replacing highway with railway in bulk cargo transport. We will intensify industrial policy coordination between Beijing, Tianjin and Hebei, jointly develop industrial parks, and extend the innovation and industrial chain in the region. We will enhance ecological and environmental management in the border areas with Hebei Province, and advance the Beijing-Tianjin Sandstorm Source Control Project Phase II and Beijing-Hebei Headwater Protection Forests Project.

We will continue to prepare for the 2022 Olympic and Paralympic Winter Games.

We will advance the building and remodeling of venues and make sure that the National Alpine Ski Center is ready for test events by the end of this year. We will prepare for test events of single disciplines, such as the Alpine Ski World Cup 2020 in Yanqing, and play host to international events such as the Curling World Cup. We will complete the construction of Beijing-Zhangjiakou High-Speed Railway and the Yanqing-Chongli Expressway. We will hire foreign experts and train domestic personnel for the winter Olympics, assemble core teams for demonstration venues, and make progress in event services. We will make our city more accessible. We will launch the mascots for the Winter Olympics and Paralympics. We will implement the Hi-tech Olympics action plan, promote the Olympic Winter Games and winter sports on campus and in communities, thus creating a welcoming atmosphere for the winter Olympics and encouraging participation.

2. Pursue quality growth through further Reform and Opening-up

Guided by the concepts of "consolidation, reinforcement, upgrading and facilitation", we will deepen supply-side structural reforms, and achieve "Six Stability" , and foster a model for quality growth.

We will open up at a higher level.

Based on internationally advanced ideas, standards and best practices, we will implement the comprehensive pilot program for further opening of the service sector. We will adopt "a negative list plus incentives" and the model of "industrial opening-up plus industrial parks", and open sectors such as education and medical services faster. We will pilot innovations in trade in services, advance the "single window" services for international trade, improve coordination and administration mechanisms, give full play to the integrated free trade zone as a policy platform, and facilitate cross-border trade at ports. We will deliver a successful edition of the China Beijing International Fair for Trade in Services (CIFTIS) 2019, and increase export of services in sectors such as financial services, science and technology, information, cultural and creative industries and commerce, and enhance our international competitiveness. Leveraging our resources as the center for international exchanges, we will collaborate with other countries in the Belt and Road Initiative. We will build platforms on international exchanges, technological support, people-to-people exchanges, and service provision to help enterprises go global.

The financial sector will open wider. We will continue to develop the Financial Street and provide good services to the country's financial regulatory center. In areas such as foreign exchange management reforms, cross-border use of RMB, and facilitation of investment and financing, we will further implement measures conducive to the development of the capital's financial industry, so that financial institutions such as internationally renowned banks, insurance companies, security firms, funds and asset management companies, and professional service providers in accounting, auditing, evaluation, credit-rating, legal services and consultancy will have incentives to set up regional headquarters and branches in Beijing. We will establish a public fintech R&D platform, and make progress towards developing a demonstration area for innovation in fintech and professional services. We will advance reforms in the New Third Board to boost financing capacity and liquidity, and nurture listed companies in high-end, precision and sophisticated industries. We will perform our duties on local financial regulation and risk response, control risks associated with Internet finance, and continue to crack down on illegal fundraising.

We will continue to improve the business environment.

We will carry out the three-year action plan for improving business environment, and implement demonstration projects on efficiency, service quality, standard setting, and honest business practice. We will implement version 2.0 of the "9+N" measures, improve the process for construction permits application, access to water and natural gas, and tax services. We will deepen the reform to "separate business license from operating permits" to reduce the number of permits businesses have to obtain before operation. We will allow "One License in One District" for more companies in consumer services, and continue to improve summary deregistration.

We will build an efficient and unified tax collection and management system, and create a next generation e-taxation bureau. We will make more government services available online through a single portal, work towards "services all-in-one (app or website or place)", and enable users to access services through mobile terminals and self-service facilities. The goal is to cut users' waiting time and allow them to go to the nearest office. More and more services will be accessible from any office in the city. We will quicken steps towards "single gate" and "single window", i.e. eighty percent of the services provided by governments at all levels may be accessed in one single place ("single gate"), and 70% at a single window set up by category of service. To improve user experience, we will formulate unified norms on government services and a user guide so that people from different parts of the city trying to have the same business done will enjoy the same services based on standard procedures. We will further regulate items subject to certification issued by community residents' committees, reduce by at least 60% the documents that businesses or individuals need to provide to get things done, and for the top 100 most frequently needed services at all levels of government, we will make sure that physical presence is required at most once. We will improve our business legal framework, advance legislation concerning social credit, and develop a market regulation mechanism based on social credit.

We will firmly support the development of private businesses, and formulate guidelines on their sound development, thus creating a level playing field. We will comprehensively enforce national policies on cutting taxes and reducing administrative fees, and guarantee no increase in corporate social security contributions. We will launch special operations to make government departments and SOEs repay arrears to private businesses. We will serve as a "service steward" for businesses and ensure the "service package" promise is honored. We will make full use of the Comprehensive Financial Services Platform for Micro and Small Enterprises, the Comprehensive Service Platform for Corporate IPO, the Financing Guarantee Fund, and the Financial Rescue Fund to bring down financing costs for micro and small enterprises. We will protect property rights to incentivize entrepreneurs, and create a clean and amicable government-business relationship. We will deepen reforms in state-owned assets and SOEs, shift from supervising companies to supervising capital, and pilot state-owned capital investment and management companies. We will push forward the strategic restructuring of the stated-owned economy, flatten the management hierarchy, improve mixed ownership, and enhance SOEs’ capacity for technological innovation.

We will unlock potential for a new round of consumption upgrade.

We will implement plans to promote consumption upgrade and introduce "1+X" policy series to increase consumption of both goods and services. We will improve the quality of consumer services with ten demonstration streets and 100 brand chain stores. We will kick off the upgrading of Wangfujing and other business streets to higher-quality pedestrian streets, upgrade traditional business areas, and transform traditional business firms. We will develop policies to boost night-time economy and encourage major shopping districts, shopping malls, supermarkets and convenience stores to prolong business hours. We will boost fashion and brand consumption, encourage global businesses to launch new products and open first stores in Beijing, and nurture national brands and quality local brands.

We will upgrade information consumption and build Beijing into a demonstration city for this. We will do a good job in developing the Cross-border E-commerce Comprehensive Pilot Area in Beijing and build at least ten new experience stores. We will promote green consumption through policies that encourage the purchase of green products and expand products covered by such policies. We will remove hidden barriers and improve policies regarding land planning, municipal facilities, working environment, pricing and taxation, and involve non-government players in providing diversified and multi-level medical and elderly services. We will support specialized and vocational education and training according to global standards.

We will expand cultural, sports and tourism consumption, formulate guidelines on building Beijing into a world-class tourist destination, and promote Beijing overseas. We will advance the building of “holistic tourism” demonstration zones, expand quality tour routes, pilot boutique hotels in suburban areas, and improve the quality and service capacity of Beijing’s suburban tourism. We will advance the second and third phase construction of the China International Exhibition Center, and bring famous domestic and overseas exhibitions to Beijing, and boost consumption through quality conferences and exhibitions. We will implement special plans for urban logistics and promote the smart and green development of logistics delivery and storage. We will formulate and improve industrial standards and regulations, strengthen market supervision, make sure that logistics companies provide quality products and services. In the meantime, we will encourage investment, optimize investment structure, and prioritize investment that bolsters the weak links. We will strengthen preparation for project execution and enlarge the reservoir of projects. In particular, we will attract social investment.
