Beijing Municipal Commerce Bureau has the following responsibilities.

I. Drawing up relevant drafts of local regulations and that of government regulations of Beijing Municipality, studying the development strategies of internal and external trade, foreign investment, foreign economic cooperation and port work, putting forward medium- and long-term development plans and annual plans, and organizing the implementation thereof.

II. Being responsible for promoting the restructuring of the circulation industry in Beijing, guiding the reform of circulation enterprises, promoting the development of commercial service industry and community commerce, putting forward policy recommendations on promoting the development of small and medium-sized commercial and trading enterprises, and promoting the development of modern circulation modes such as circulation standardization and chain operation, commercial franchise, logistics distribution, and e-commerce.

III. Promoting the development of urban and rural markets in Beijing and working in conjunction with relevant authorities to organize the preparation of the layout plan for the key facilities of commodity circulation and everyday life service industries (excluding accommodation industry) and organizing the implementation thereof. Coordinating and promoting the construction of circulation infrastructure and major projects of municipal commercial centers, characteristic commercial streets, large wholesale and retail commercial facilities. Promoting the building of commercial system and rural circulation modernization system. Taking the lead in improving the quality of everyday life service industry and promoting the development of relevant industries.

IV. Being responsible for working in conjunction with relevant departments to promote consumption in Beijing, studying and formulating policies and measures to promote consumption and organizing the implementation thereof, and guiding the relevant authorities of the Municipality and each district to carry out the work of promoting consumption. Monitoring the operation of the consumer market and the wholesale industry.

V. Taking the responsibility of leading the coordination of the work of rectifying and regulating the order of circulation in Beijing Municipality. Putting forward policy recommendations on improving the quality of commercial services and regulating the order of circulation. Participating in promoting the credit construction in the commercial field, guiding commercial credit sale, and supervising and administering special circulation industries in accordance with relevant regulations.

VI. Undertaking the responsibility of organizing the implementation of the regulation of the important consumer goods market and the administration of the circulation of important production materials. Being responsible for establishing and improving the emergency response management mechanism for daily necessities market supply, monitoring and analyzing the market operation, supply and demand situation of commodity, investigating and analyzing commodity price information, making forecast, giving early warning and guiding information release, and administering the reserve of important consumer goods and regulating the market according to the division of responsibilities. Supervising and administering the circulation of refined oil products in accordance with relevant regulations. Organizing and implementing the supply of commodities and relevant service guarantee work for major conferences of the Central and Municipal Governments.

VII. Coordinating and promoting the development of business service industry in Beijing, and working in conjunction with relevant authorities to formulate plans and policies for the development of the business service industry and organizing the implementation thereof. Organizing the preparation of layout plan for the key facilities of the logistics of delivery in conjunction with relevant authorities, formulating relevant policies and measures and organizing the implementation thereof, and coordinating the planning and construction of logistics parks. Being responsible for promoting the development of the conference and exhibition industry, and working out development plans, policies and standards and organizing the implementation thereof in conjunction with relevant authorities.

VIII. Being responsible for administering the import and export of goods in Beijing, formulating plans to promote the development of foreign trade, putting forward policies and measures to promote the steady growth of and adjust the structure and organizing the implementation thereof. Monitoring and analyzing the operation of foreign trade. Implementing the relevant supportive policies and measures of the state. Being responsible for the recordation of the qualification of import and export enterprises, the issuance of import and export licenses and other administrative work. Supervising and coordinating the international tendering and bidding of mechanical and electrical products in Beijing Municipality. Being responsible for providing guidance for relevant industries in special customs supervision areas and bonded supervision areas. Guiding the work on foreign trade, foreign investment and foreign economic cooperation in development zones.  

IX. Being responsible for the technology trade of Beijing Municipality, implementing the national policies on foreign technology trade, import and export control, and encouraging the import and export of technology and complete sets of equipment, promoting the standardization of import and export trade, supervising the introduction of technology, import of equipment and the state's restrictions on the export of technology according to the law, and issuing import and export licenses for dual-use items and technologies according to the law.

X. Taking the lead in drawing up service trade development plans and carrying out related work in Beijing, formulating the policies and measures to promote the development of service trade and service outsourcing and organizing the implementation thereof, and promoting the building of a public service platform for service trade. Working out plans and policies to promote the development of foreign cultural trade and organizing the implementation thereof in conjunction with relevant authorities, and being responsible for statistical analysis of foreign cultural trade, etc.

XI. Assisting in the protection of intellectual property rights related to foreign trade in Beijing Municipality. Being responsible for the overall coordination of the work of the World Trade Organization that involves Beijing Municipality. Assisting in undertaking the work related to fair trade in import and export, investigation of damages to industries and response to industrial safety.

XII. Being responsible for relevant administration and investment promotion of foreign investment in Beijing Municipality, formulating foreign investment and investment promotion policies and organizing the implementation thereof, being responsible for the examination and approval of the establishment and change of foreign-invested enterprises and the merger and acquisition of domestic enterprises by foreign investors to establish foreign-invested enterprises according to the law, supervising and inspecting foreign-invested enterprises in their implementation of relevant laws, regulations, rules, and articles of association and coordinating the efforts in solving relevant problems according to the law and guiding the filing work of foreign-invested enterprises in Beijing Municipality. Strengthening economic cooperation and exchanges with Hong Kong, Macao, and Taiwan regions.

XIII. Being responsible for the foreign economic cooperation in Beijing, studying and proposing policies and measures for the development of foreign economic cooperation, being responsible for the work related to foreign bilateral and multilateral economic and technical assistance, administering and supervising foreign investment, foreign contracted projects, foreign labor cooperation, etc according to the law, being responsible for taking the lead in the protection of the rights and interests of expat labors, and approving, pursuant to its authority, the operation qualification of foreign labor service cooperation according to the law.

XIV. Being responsible for guiding and coordinating the safety production administration in the commercial field according to the law, guiding and urging key business entities to implement relevant laws and regulations on safety, cooperating with relevant authorities to investigate and deal with violations of relevant safety laws and regulations, and assuming corresponding administration responsibilities. Undertaking the responsibility of administering the safety of the circulation of refined oil products in Beijing according to the law.

XV. Working out the drafts of local regulations and government regulations on port of Beijing Municipality. Studying and putting forward port development plans, policies and measures and organizing the implementation thereof. Being responsible for the overall coordination and administration of ports and the facilitation of customs clearance. Responsible for preparing Beijing's e-port construction plan and organizing the implementation thereof. Organizing the implementation of the "Single Window" system for international trade in Beijing. Being responsible for the coordinated development of the ports in Beijing, Tianjin, and Hebei. Organizing and coordinating the efforts for civility enhancement, the comprehensive maintenance of law and order in society, food and drug safety and other work in the capital airport area.

XVI. Being responsible for the macro administration of the talents in the commercial service industry, and guiding, promoting, organizing and coordinating the building of the talent team in the commercial service industry and the training of people who will inherit time-honored brands.

XVII. Administering the municipal food and strategic reserves administration.

XVIII. Performing other tasks assigned by the municipal Party committee and the municipal government.

XIX. Transformation of functions.

The municipal commerce bureau shall strengthen, optimize and transform the administration and service functions in the field of commerce, improving the industry administration system and policy system, strengthening macro guidance and overall planning of internal and external trade, reducing micro administration and specific examination and approval matters, and strengthening operational and post-operational supervision and the establishment of circulation order. Striving to increase the overall coordination of the promotion of total market consumption, effectively promoting the brand development and service quality improvement of commercial service industry, and optimizing the business environment in the field of commerce.

XX.  Division of responsibilities.

Division of responsibilities with the municipal medical products administration. The municipal commerce bureau shall be responsible for formulating the development plans and policies for drug circulation in Beijing Municipality；and the municipal medical products administration shall collaborate to implement the plans and policies in drug supervision and administration.
