I. Drawing up the drafts of Beijing's local laws and regulations and government regulations on foreign affairs, studying and formulating plans and regulations for foreign affairs, and organizing the implementation thereof. Organizing the investigation and study of major issues concerning foreign affairs.

II. Being responsible for the relevant working contacts between Beijing Municipality and the governments of Hong Kong and Macao Special Administrative Regions, and promoting exchanges and cooperation between Beijing Municipality and Hong Kong and Macao in economic, scientific and technological, cultural and other fields.

III. Being responsible for the exchanges between Beijing Municipality and the local governments of foreign countries, handling the matters concerning the friendship city relations with foreign cities or regions, and administering the exchange activities with international friendship cities. Guiding the people-to-people diplomacy work in Beijing Municipality.

IV. Being responsible for the localized administration of foreign affairs of national trade associations and chambers of commerce in Beijing. Administering and guiding the work relating to entry or exit of the country on public business of all entities of Beijing Municipality according to the authorization of Ministry of Foreign Affairs, Hong Kong and Macao Affairs Office of the State Council, the municipal Party committee and the municipal government. Responsible for verifying and issuing invitation letters for foreigners to come to China. Undertaking the handling of foreign affairs documents submitted by various entities to the municipal Party committee and the municipal government for examination and approval.

V. Awarding foreigners the honorary title of Beijing Municipality. Being responsible for taking the lead in responding to and handling major foreign-related emergencies in Beijing Municipality. Cooperating with Ministry of Foreign Affairs and embassies and consulates in foreign countries to provide overseas consular protection, administering foreign consular institutions in Beijing, and coordinating and handling the matters related to foreign diplomatic institutions in Beijing.

VI. Being responsible for the overall coordination and service guarantee of major state events held in Beijing. Being responsible for organizing and coordinating large-scale international multilateral activities (conferences) held in the name of the municipal government and the foreign affairs office of the municipal government. Undertaking the work concerning Beijing's participation in international organizations and international multilateral activities. Examining the international conferences sponsored and held by relevant authorities and entities of various districts and the municipality.

VII. Handling the affairs related to resident foreign news outlets and foreign journalists in Beijing as designated by the ministry of foreign affairs. Being responsible for the affairs related to the interviews by Hong Kong or Macao reporters in Beijing.

VIII. Organizing, coordinating and promoting the building of an international language environment in Beijing.

IX. Responsible for the education of foreign affairs officials and personnel in Beijing on foreign policies and foreign affairs discipline. Checking the implementation of foreign affairs discipline in conjunction with relevant authorities and putting forward opinions and suggestions on the violation of foreign affairs discipline.

X. Completing other tasks assigned by the municipal Party committee and the municipal government.
