1. To carry out and implement the national laws, rules, regulations and policies concerning public complaints, and study and draw up the drafts of relevant Beijing Municipal rules and government regulations, and organize the implementation.

2. To be responsible for treating public complaints concerning Beijing which are put forward through public complaint channels by the masses, foreign personnel, legal person and other organizations in and out of Beijing Municipality, handle letters, calls and online public complaints from the masses to municipal Party committee, the municipal government and government leaders, and receive petitioners.

3. To be responsible for informing the municipal Party committee and the municipal government of the important suggestions, opinions and issues which are proposed from the incoming letters, calls, visits and online public complaints, conduct the comprehensive research and analysis on the public complaint trends, organize and launch public complaint theory research, and provide suggestions for related work.

4. To be responsible for supervision and handling of public complaint work decision-making and deployment from central government, the municipal Party committee and the municipal government, forward matters regarding public complaints to each District and relevant institutions, and oversee and examine the handling progress of public complaints.

5. To be responsible for the municipal overall coordination of the tasks for persuading and returning those petitioners who come to Beijing from other parts of the country to make complaints and those petitioners who try to make improper and unreasonable complaints. 

6. To organize, coordinate, and develop the investigation, mediation and handling for conflicts and disputes among people, and report the mediation and handling of main conflicts and disputes to the municipal Party committee and the municipal government in a timely manner.

7. To be responsible for coordinating and handling the prominent public complaint issues across districts, departments and industries, oversee and examine the implementation of each and every measure, and participate in coordinating and handling emergent events regarding public complaints.

8. To undertake specific tasks of the Public Complaints Re-examination and Re-inspection Committee of the People's Government of Beijing Municipality, and be responsible for re-examination and re-inspection of public complaints which are received by the municipal government.

9. To be responsible for guiding the municipal public complaint work; to undertake the duties of collecting and analyzing the municipal public complaint information, and organize, guide, coordinate and push forward the information-based construction of the municipal public complaint system; to be responsible for dissemination and information release of the public complaint work.

10. To be responsible for soliciting and handling important suggestions of the masses for the development of the municipal various undertakings such as politics, economy, culture, society and ecological civilization construction.

11. To perform other tasks which are assigned by the municipal Party committee and the municipal government.
