Ⅰ. Introduction

Beijing Economic-Technological Development Area (BEIJING ETOWN), the BDA in short, celebrated its groundbreaking ceremony in 1992. As the only state-level economic and technological development area in Beijing, it is the “area” of the “Three Cities and One Area” – the major platform for Beijing to build the national center for scientific and technological innovation. As the planning of ETOWN was approved in 2019, the size of the industrial space of the BDA was expanded to 225 square kilometers.     

As 135 projects invested by 92 Fortune Global 500 companies, including Mercedes-Benz, ABB, Corning, Bayer and GE, landed in the BDA, four leading industries have emerged, namely, next generation IT industry, high-end vehicle and new energy and intelligent vehicle manufacturing industry, biotechnology and “Big Health” industry, and robots and intelligent manufacturing industry. Meanwhile, two industrial clusters engaged in high-end vehicle manufacturing and industrial internet respectively have stood out with an annual industrial output value of over CNY ¥100 billion.            

In 2019, the BDA registered a total Gross Regional Product of CNY ¥193.28 billion, up 8.9 percent compared with the same period of previous year. The total output value of its industrial companies above designated size reached CNY ¥418.3 billion in 2019, with a year-on-year increase of 9 percent.   

Ⅱ. Industrial Policy

In order to leverage its role as the major platform of Beijing’s national center for science and technological innovation, fuel the development of high-end industries, build itself into a new peak of excellence for the economic development of Beijing, the BDA has rolled out the Implementation Opinions on Accelerating the Development of Four Leading Industries, with the aim to promote the high-quality development of its leading industries. Looking into the future, the BDA will improve and perfect its industrial policy system ceaselessly so as to precisely support the whole process of high-end technological innovation and industrial cultivation and incubation.
